Project Outline

• An economic analysis of whales as a 'mixed good' including an analysis of social and private costs and benefits of whales; a non-market valuation of whales; an evaluation of the impact of whaling on whale watching revenue in whaling countries
• The International Whaling Commission and the economic theory of bargaining and institution making
• Ongoing development under the International Whaling Commission of an aboriginal whaling management scheme (1970s to present)
• Evaluation of the distinction drawn between aboriginal and commercial whaling
• Analysis of "needs" for continued access to whaling: cultural, traditional and nutritional
• History/analysis of Australia's policy of supporting limited aboriginal subsistence takes
